Multi-Domain Information Effects
Conducttr's HLA Evolved federate application allows Conducttr to control kinetic activity in VR Forces and react to spatial and munition detonation activity in VR Forces. The solution uses Conducttr's INFO FOM to broadcast and track audience cognitive state changes.
Scenario
The scenario is set in a fictional crisis between Goldland and Redland. Goldland is an island nation, with its central town square representing normal public life. Redland applies pressure through coordinated messaging, diplomatic signalling, and online activity to unsettle Goldland and shape perceptions of weakness. The aim is not a large-scale attack, but controlled escalation, using visible kinetic actions alongside information pressure to create strategic effect.
Exercise Design
The exercise is designed around identifying the audiences most likely to influence the outcome. Using an ASCOPE-PMESII approach, the environment is analysed to select target audiences based on their ability to shape events. For each audience, a minimum set of beliefs is defined. These beliefs represent the factors that determine how the audience interprets events and responds to messaging. They are used as measurable indicators of effectiveness.
Execution Environment
Conducttr runs the exercise control, managing the Master Event List, publishing injects to the information environment, and advancing the kinetic scenario through the VR Forces Remote Control API. The HLA federation uses Conducttr's INFO FOM to publish cognitive state changes and NETN Physical and Warfare FOMs (and RPR FOM 2.0) to listen for drone activity.
Actions as Messages
Redland wishes to "send a message" of intimidation to Goldland which it does by flying a drone to hover and then explode over the Goldland's capital town hall. The video shows how the Conducttr-VR Forces integration plays out in real time.

As the scenario unfolds, the target audiences react in the virtual domain with social media posts and in the cognitive domain with state changes. The cognitive state changes are broadcast on the RTI to an analytics app to make the changes easily visible to EXCON and directing staff.

The State of Self-Agent is held in each Persona as 95 attributes including goals, beliefs, attitudes and morale. The Self-Agent Processing is accomplished by an LLM and a series of evaluation stages that moves from (Conducttr's 4R model) relevance, resonance, reaction, response.
